I’m awfully sorry for your family. Traumatic brain injury is truly devastating for everyone involved.

Google "Rancho Los Amigos Brain Injury Scale", which delineates the predictable stages of recovery from TBI. It’s very clear and explains what to expect.
Uh the part of being taxed idk really. But if you filed for medicaid and she is not currentnly in the state she filed she will not be eligable because Medicaid is a state funded unless that hosptial excepts out of state medicaid. I hope she gets better.
