Does anyone know under what state or local govt the ASPCA falls under in NJ?

They are very ineffective in answering animal cruelty charges and doing anything about those allegations

ASPCA is a private non-profit organization
Your county probably has it’s own animal control division.
Look it up in yahoo’s search train or try http://www.google.com Just type in your question and many helpfull liks will pop up.
I agree. The ASPCA is a private organization. In our state, cruelty investigations are done by officers from the Department of Agriculture. Contact them in your state and see what they can do. Hopefully, you will get more results because they are a government agency.
